Lars Högdahl Chairman of the Regional Growth Committee, Swedish Ministry of Industry:

"inno assisted the Regional Growth Committee in its task aiming to strengthen long-term economic development in exposed labour-market regions in parts of mid-central Sweden. The strategy of inno combining competence mapping with foresight methodology successfully enabled the region to find new areas of development. The most exciting result of inno´s work was the initiation of co-operations disregarding from geographically administrative boarders and traditional sector definitions."

A collaboration between UNIDO and inno group focused on developing innovative policies that would stimulate the regional supplier network in the Republic of Bashkortostan.

An agglomeration of agro-machinery factories in the Republic of Bashkortostan has triggered the question of whether an innovation policy could stimulate the regional supplier network and nurture the sustainable development of regional small and medium enterprises (SMEs) as well as the national economy. UNIDO and the inno group worked together on developing tailor-made policies that would fit regional demands.
As part of the response to this inquiry, a research was carried out and a report was written by inno that discussed the possibility of developing innovation policies and the benefits of their implementation. The report looked in closer detail at joint initiatives that would have a significant effect on boosting the regional supplier network while at the same time fostering proximity, trust-based relationships, and flexibility between the major industrial stakeholders in the Republic of Bashkortostan, including the public sector, private companies, and potential strategic partners.
A cluster modernization program and the development of an industrial park were considered as the two main possibilities for the Republic of Bashkortostan since they have the ability to stimulate growth within innovation systems while encouraging simultaneous development of environmental sustainability, economic growth, and social cohesion. The report discussed in greater detail:
 | The impact of clusters on the national producer-driven value chains
|
 | Key success factors of clusters
|
 | Economic, environmental, and political benefits of industrial parks
|
 | Design and management of an industrial park
|
Numerous European best practice cases – including the inno projects Mutual Learning Platform (MLP) as well as Clusters Linked Over Europe (CLOE) – were highlighted in the report and served as benchmarks, inspiration, and food for thought.
The highlights of the report have been presented on the 25th of September, 2007 by Prof. Dr. Peter Heydrebreck in Ufa, Republic of Bashkortostan where all the involved partners have gathered to discuss the future steps of possible innovation policies.
