  inno is coordinating Istok project, an European project launched in December 2006 in the framework of FP6. The goal of Istok is to identify the strategic priorities for cooperation between European and Russians research organisations in the field of Information and Communication Technologies, Istok is especially dedicated to increasing the number join projects under FP7.

A lack of hard information about ICT capabilities inside the former Soviet Union are hampering efforts to forge lasting partnerships between Russian and European specialists.Despite the huge ICT scientific potential of Russia, hard information about its e-possibilities is somewhat thin on the ground. European partners have difficulties in identifying suitable partners in Russia because of the lack of visibility of Russian competences. Clearly, this is a situation which must change and as part of the preparation of the European Framework Programme, FP7, the European Commission is looking to identify common needs and opportunities for strategic cooperation between European and Russian research in the ICT domain and link FP7 ICT calls to joint European-Russian ICT priorities.

Throughout the 21-month project duration the consortium contracted to implement the ISTOK-Ru project have concentrated on two separate strands of research - analysing strengths and weaknesses of Russian and European ICT R&D areas, and cross-comparson of European/Russian needs and priorities in order to detect those which are most relevant for further EU-RU ICT co-operation.

This analytical work is driven by a high-level ICT experts group, composed of Russian and European ICT experts, in order to contribute to the definition of a global scientific EU-Russian cooperation strategy in the ICT sector and set-up of the dialogue with broad communities both in Russia and in the European Union.The Russian and European ICT community benefits from a number of advantages offered by the ISTOK-Ru project. Access to a competence platform providing information relevant to the EU-RU potential cooperation in the ICT domain, as well as to a database with more than 1500 key ICT contacts from Europe and Russia, is one of these, as is participation in the open consultation campaign (via 10 e-Forum) in order to directly contribute to the definition of the EU-RU cooperation strategy within FP7. In addition, identification of potential partners to boost initiation in joint collaboration proposals for FP7 calls has been cited as a cornerstone of the ISTOK-Ru project.ISTOK has developed a unique tool to bring together EU and Russian ICT specialists – a competence platform of ICT resources which includes three interrelated areas that can be consulted free of charge for all those ICT specialists who are registered in the database:- Database of ICT specialists www.istok-ru.eu/database. This database is operational and already includes data about 1474 ICT specialists from Europe and Russia.- Library of informational resources about ICT in Europe and Russia www.istok-ru.eu/library. Here it is possible to find various programmes, statistics, policy documents relevant to the ICT in Russia.
