KEIM was one of the five winners out of 100 regional proposals which were submitted in the framework of the programme “EXIST- Existenzgründungen aus Hochschulen” (EXIST- university-based start-ups) which was launched by the Federal Ministry for Education and Research in 1998.

Within the KEIM initiative, higher education and research organisations have joined forces in order to establish a sustainable "culture of entrepreneurship". In 1998, the association KEIM e.V. was founded as the turntable for the initiative. Its members are the University of Karlsruhe, the University of Applied Sciences Karlsruhe, the University of Applied Sciences Pforzheim, the Karlsruhe Research Centre, the City of Karlsruhe, the association TechnologieRegion Karlsruhe and the Chamber of Industry and Commerce.
KEIM's objectives are to:
 | Create a culture of entrepreneurship in higher education and research institutions

 | Increase the number and quality of business foundations coming from universities and research institutions by cooperation and experience exchange
|
 | Speed up the realisation and growth of business foundations by improved coordination and customised support offers
|
 | Develop the „KEIM Process“ as a common integration basis for all participating regional institutions
|
In the framework of KEIM a well-defined process chain in the field of stimulation, mobilisation, support and targeted development of start-ups and young companies from higher education and research organisations has been established.
About 200 companies employing more than 1,000 highly qualified people were founded in about five years with KEIM's support. inno Germany AG played a major part in the set-up and development of the KEIM initiative from its beginnings in 1998 to the end of the support period in 2005.
