RIS++ NÖ (Regional Programme of Innovative Actions in Lower Austria)

  The Regional Programme of Innovative Actions in Lower Austria was designed for small and medium regional enterprises in order to increase their innovation capabilities and stimulate their innovation activities. RIS++ NÖ was the successful continuation of the project RIS+ NÖ and has filled up remaining gaps of the regional innovation support and has contributed to the further improvement the Regional Innovation System in Lower Austria.

The key objective of RIS++ NÖ was to Improve the competitiveness of the Lower Austrian SMEs by stimulating their innovative ability, their innovation activities and their collaboration with external partners. Furthermore, the project aimed at creating an innovation-friendly atmospherre and improving the entrepreneurial spirit of the Land. Five actions and several pilot projects were carried out in order to gather experiences and to verify new innovative ideas in innovation support.

The five actions regarded:
1. Strategic Value Orientation: Five mini networks with a total of 25 companies were established in order to jointly develop new innovative products/services. Feasibility studies/market research were part of this action. The projects were assisted by external consultants.
2. Pre-Seed acceleration for technology -based companies: potential company founders were provided with tailor-made loans. The refunding agreements were also very flexible also considering the impossibility to evaluate start-up projects in their early stage. Loans could be also converted into sleeping equity. This action resulted in the establishment of seven companies.
3. Innovation Assistance: Fostering the innovation capability and culture with SMEs by employing newly graduated staff (from universiies or similar institutions) either for a specific innovation project of the SME or for carrying out analyses for entering new markets. 38 new jobs for 17 innovation assistants and 21 innovation assistants for internationalisation were created in the framework of this action.
4. Dialogue with the experts: series of five events to foster the continuous dialogue between SMEs, science and politics on new technology trends and to foster the transfer of research results into exploitable products.
5. IT Pilot Projects for B2B Solutions: with the idea of developing cross or intra sectoral value adding chains between at least three SMEs by using ICT solutions, grants were given for internal training, additional personal costs, external consultancy (feasibility studies, process analyses and concepts) and purchase of software. Seven projects with strategic dimension with a total of 38 participating companies were implemented.
