ARISE brings together some of Europe's leading innovative regions which for over 15 years have been involved in regional innovation strategy development on different levels. The consortium partners provide a wide range of conditions in which evaluation and benchmarking methodologies and tools can be tested and have a strong track record of EU project development, impact assessment and a culture of benchmarking embedded in their respective innovation organisations. Furthermore, they offer a solid basis for a politically effective dissemination of their activities.

The project ARISE aims on the one hand at providing policy makers with the methodologies and tools for the evaluation and impact assessment of current and future innovation policies and on the other hand at creating a new dynamic among innovation policy movers and shakers.
Improving regional innovation systems faster and faster as well as continuously adapting innovation support services to the SMEs’ rapidly changing needs is indispensable to face the rapid changes of the worldwide business conditions and support regional enterprises to stay competitive. Developing these two objectives, the ARISE partners will contribute to the creation of a sustainable innovation policy context that goes beyond the simple implementation of a "one and for all" regional innovation strategy.
This project aims at making a real change to the policy environment of the regions concerned and to disseminate these lessons to other regions by:
 | Supporting regional innovation systems by improving consensus-arising and impact-assessment tools.

 | Developing a continuous supply-side mechanism to detect, measure and satisfy the companies’ needs.

 | Adapting innovation strategies to the regional context.
|
 | Carrying out Benchmarking analyses based on qualitative and quantitative balanced indicators aiming at stimulating innovation and technology policies.

 | Establishing interregional innovation system networks by involving further regions in order to always assure the transferability of the developed methodologies between regions.

 | Encouraging collaboration among regions even in case of competitiveness between them.
