Lars Högdahl Chairman of the Regional Growth Committee, Swedish Ministry of Industry:

"inno assisted the Regional Growth Committee in its task aiming to strengthen long-term economic development in exposed labour-market regions in parts of mid-central Sweden. The strategy of inno combining competence mapping with foresight methodology successfully enabled the region to find new areas of development. The most exciting result of inno´s work was the initiation of co-operations disregarding from geographically administrative boarders and traditional sector definitions."

Clusters are seen as a way for companies to increase their innovation capabilities and competitiveness. The city of Saint-Louis – located at the core of the international triangle Basel (CH)-Alsace (F)-Freiburg (D) and next to the Swiss-French airport Basel-Mulhouse – is characterised by the high concentration of training and research facilities on metrology as well as technology centres and companies dealing with them. The objective of this project was to foster and reinforce the metrology cluster.

The project objective was first of all to analyse the market conditions in order to provide a metrology service to companies and increase the technology and research potential of the Saint-Louis area. Secondly, the project aimed at animating the cluster in order to involve as many players as possible in the exchange activities and to prepare new projects for the future. Thirdly and finally, the project aimed at positioning the cluster as one of the main poles of technology in the trans-national region Basel-Alsace-Freiburg.
In the framework of this project the inno group carried out the following activities:
 | organisation of a market study a questionnaire was sent to 1.100 companies located in the area of Saint-Louis and meetings with the principal (public and private) technology providers were organised;
 | support to the creation of a technology platform and preparation for the future creation of the House of Metrology;
 | organisation of workshops with companies – to better understand their needs and their willingness to join the cluster –and with the Economic Development Agency to prepare action plans.
The action resulted in the design of the technology platform, the involvement of the cluster in the regional innovation strategy and in the financing of activities to carry out common projects and to deliver information to companies. A future development of metrology in the field of the human health is forecasted.
