Information and Communications Technology (ICT) has a key role in economic and social development worldwide. As an agent of change, ICT has influenced and will continue to influence all aspects of business, education, government and society. The city of Arras recognised this and commissioned inno TSD to undertake a feasibility study for developing an initiative in the ICT sector.

The objective of this project was to identify the potential for developing an ICT cluster for the region surrounding the city of Arras and support ICT development in each category of users (companies, public sector, education, training, community, etc.) in order to guarantee a minimum level of public services, to improve the competitiveness of local companies and avoid that some groups are excluded form this community because they have no access to ICT infrastructures and services.
inno TSD's mission was to develop an economic development strategy for the Arras region based on ICT technologies and trends. In the framework of these activities the need to support existing companies and create new business parks to attract new companies to the area was identified. The realisation of this strategy was part of a wider “Digital Strategy” for Arras and the surrounding region. This justified the joint funding from the Regional Council.
The project included the provision of specialised business premises to attract and host ICT companies in the economic sector that have been retained as priority targets for the area. The aim was to create a high quality business park that is part of a network of similar high quality parks in the region. The science park project included proposals for a new ICT training campus. The study also resulted in the creation of a number of community internet centres in the city.
