Ellen Pedersen, ex-Project Manager TACIS, currently manager of the EU export promotion programmes to Japan:

"inno engaged with the European Commission in the process of modernising the naukograds (Scientific Cities) in the Russian Federation. The project team made all the difference in that process, and results emerged in each naukograd. A sound regional Innovation Strategy (the first of its kind in Russia) was approved and implementation started, commercialisation activities from scientific centres took place with concrete return on investments, and related benefits.
A successful project depends on people, ideas, and political will."

|
RIS+ NÖ represents a first pilot implementation of the Regional Innovation Strategy for Lower Austria elaborated within the framework of the RIS project. RIS+ NÖ forms therefore a substantial connector between the development of the Regional Innovation Strategy, the anchoring of this strategy within the Objective2-programme and the continuous improvement of the Regional Innovation System in Lower Austria.
|

 |
The RIS+ NÖ project aimed at bundling and aligning in a coordinated way the single activities and competences relating to the five keystones of the Regional Innovation Strategy for Lower Austria. The coordination and fine-tuning of these activities were carried out by the involved parties themselves, without external help.
In the framework of the project, the “Geschäftsstelle für Technologie†(technology office) was set up within the Government of the Land Lower Austria with the task of developing the technology concept for the “TecNetArea†as a brand name for Lower Austria’s technology-oriented position within Europe.
Furthermore, the involved parties have developed a cooperation platform through harmonised support schemes and support action lines. This cooperation platform also aimed at establishing a pool of regional advisors, organising activities to raise the awareness and stimulating the dialogue with the entrepreneurs – to be used as a basis for future co-operation projects.
Furthermore, innovative support schemes were outlined and implemented in form of pilot projects. These aimed at encouraging companies sited in Lower Austria to systematically and successfully open up to new markets. The concept “Drehscheibe Zentraleuopa†(Central European Hub) was created to indicate a multitude of Lower Austrian activities and projects aiming at positioning Lower Austria as a forerunner of a strong and innovation-oriented region in Central Europe.
Several actors have generated a considerable variety of projects between Lower Austria and the adjoining countries in the business as well as in the administrative sectors, anchored within the INTERREG III programme.
With the creation of EXEK as operational office for the RIS+ NÖ project, additional personnel resources were allocated in Lower Austria in order to support the innovation activities of local SMEs and increase the number of their innovation projects.
