  In the framework of the RIS NÖ project, the Regional Innovation Strategy for Lower Austria was developed with the result of creating - thanks to its consensus-oriented approach - a positive innovation atmosphere in the region. This innovation strategy is the starting point for the leading Regional Innovation System Lower Austria which is currently being established. The development as well as the ongoing implementation of the Regional Innovation Strategy Lower Austria serve as a model throughout Europe and strengthen Lower Austria's reputation as innovation-oriented region in the heart of Europe.

Based on a comprehensive analysis of the offer and needs with respect to innovation support, including quantitative questionnaire surveys, personal interviews and workshops with enterprises and service providers, the Regional Innovation Strategy Lower Austria was developed and adopted with a broad regional consensus among all involved actors.

The consensus-oriented RIS NÖ approach, integrating all relevant actors, has created a positive climate of cooperation and division of work within the regional innovation supporting infrastructure. Key success factor of RIS NÖ was the consequent orientation of the services towards the actual needs of the local companies.

The needs identified are not restricted to single services but cover the whole innovation process from the search for qualified innovation partners to feasability and market studies and financial support to opening up to new markets.
The results of the analysis have evidenced that by this time of the RIS NÖ project the majority of the Lower Austrian enterprises had made insufficient use of the innovation support services due to missing transparency of the offer and due to a lack of openness to cooperate with external institutions. RIS NÖ has improved the innovation culture of the Lower Austrian economy and has stimulated enterprises to accelerate their innovation activities. This tackles internal effort as well as increased co-operation with other enterprises, research institutions and other innovation service providers.
